The Canna Consultants was initially created to be industry-facing, assisting participants to be the best that they could be and, by achieving that goal, to maximise their exposure to the market with the scale and profitability benefits that follow.

Once we entered the marketplace, it became clear that our skills and expertise were recognised, and desired, by more than the industry participants. In jurisdictions which had pre-formed their legislation and regulatory structures we were approached by the Regulators, who sought advice upon how to best engage with participants so as to best achieve their regulatory goals. In a number of countries which have yet to define their Policy and legislation, we are consulting with them to identify what industry they wish to foster within their jurisdiction and advising them on the best manner to achieve their goals, ensuring that the consequent economic impacts are maximised.

To this end we are experienced in being the Lead Consultancy in the securing and provision of Assessments on the following macro-areas:

In October 2019 The Canna Consultants were engaged to provide the Isle of Man with advice concerning the establishment of a world-leading Cannabinoid Regulatory Structure to support a non-domestic Cannabinoid Industry. This was augmented by a second instruction in January 2020, which culminated in our presenting our proposals to the Island’s Council of Ministers (the Parliamentary Cabinet) on 6th February 2020.

Cabinet authority for the adoption of our proposed structure was granted and the Island’s Enterprise Department engaged The Canna Consultants to provide their entire legislative and regulatory structure for the industry, including all Internal and External Guidance documents for the same. Despite the global pandemic this material was delivered on schedule in August 2020. Following review by the Isle of Man the work which we did now underpins the Cannabinoid Industry Consultation Process which began on 23 October and which, if adopted, will result in the legislation being placed before Tynwald (the Isle’s Parliament) in December 2020 and implementation from January 2021.

OUR PROPOSED STRUCTURE

The structure that we have designed provides the most appropriate path to bring forward a single regulatory model, based on a unique export proposition of high-quality end-products, a variety of licences, and a transparent and efficient licensing regime. Within the regime Market Participants who are considered suitable for engagement in the Isle of Man cannabinoid industry will be able to obtain the following licences:

  1. Import, transport and/or store Cannabis Seeds;
  2. Cultivate and Harvest:
    • Low-THC Cannabis grown from female Low-THC Cannabis Seeds with a prohibition on the use of leaves, buds and flowers of the plant (a Low-THC Cultivation and Harvest Licence (Without Use));
    • Low-THC Cannabis grown from female Low-THC Cannabis Seeds with permission to use the leaves, buds and flowers of the plant (a Low-THC Cultivation and Harvest Licence (With Use));
    • High-THC Cannabis grown indoor from female High-THC Cannabis Seeds (a High-THC Cultivation and Harvest Licence);
    • Cannabis grown indoor from male Seeds, for the purpose of Research only.
  3. Transport and/or store:
    • Cannabis Biomass containing Controlled Cannabinoids;
    • Preparations containing Controlled Cannabinoids extracted from Cannabis Biomass where the leaves, buds and flowers were intact at first extraction and processing;
    • Cannabis-derived Products.
  4. Extraction and/or processing of:
    • Cannabis Biomass containing Controlled Cannabinoids;
    • Preparations containing Controlled Cannabinoids extracted from Cannabis Biomass where the leaves, buds and flowers were intact at first extraction and processing.
  5. Importation of:
    • Cannabis Biomass containing Controlled Cannabinoids;
    • Preparations containing Controlled Cannabinoids;
    • Cannabis-derived Products.
  6. Exportation of:
    • Cannabis Biomass containing Controlled Cannabinoids;
    • Preparations containing Controlled Cannabinoids;
    • Cannabis-derived Products.
  7. Manufacture of Cannabis-derived Products.
  8. Analysis and Testing of Cannabinoids.
